8th grade dinner dance dress?

I'm looking for preferably a halter dress that's not too short and a cute cardigan to go with it, some cute shoes, and maybe some accessories. Price range should be not over 70 for the dress, and I'm looking for something not too casual and a little fancy. It's for my 8th grade dance. Colors: any shade of blue or green. Patterns or flowers are okay too.
